NAPABA - Minnesota Chapter is the local chapter of the National Asian Pacific American Bar Association. We are a not-for-profit voluntary association of lawyers and non-lawyers of Asian Pacific American and other ethnic backgrounds. The primary missions of our association are to represent the interests of the Asian Pacific American community, foster the exchange of ideas and information among the Association members, and provide fellowship to our members to foster their personal and professional development.
If you attended our Annual Gala, then chances are that you are already a member. Please contact us if you have any questions regarding your membership.
The current dues are as follows:
$75 Private Sector Attorney
$50 Public Sector Attorney, Solo Practitioner, Retired Attorney, or Judge
$25 Law Student - Currently Attending A Law School
Membership dues are payable in the fall of a calendar year for the following calendar year. Your check will be your receipt for membership dues. Please make all checks payable to "NAPABA - Minnesota Chapter."

The National Asian Pacific American Bar Association (NAPABA) is pleased to announce the hiring of Tina R. Matsuoka as Executive Director of the organization. Ms. Matsuoka will be based in Washington, DC and direct the overall operations for this national association. Her responsibilities will include planning and executing development efforts, coordinating with sponsors, supervising staff, working with the NAPABA Board in the development and execution of programs and policy, and managing the day-to-day operations of NAPABA.
NAPABA is the national association of Asian Pacific American attorneys, judges, law professors and law students. NAPABA represents over 40,000 attorneys and 55 local Asian Pacific American bar associations. Its members represent solo practitioners, large firm lawyers, corporate counsel, legal service and non-profit attorneys, and lawyers serving at all levels of government. NAPABA continues to be a leader in addressing civil rights issues confronting Asian Pacific American communities. Through its national network of committees and affiliates, NAPABA provides a strong voice for increased diversity of federal and state judiciaries, advocates for equal opportunity in the workplace, works to eliminate hate crimes and anti-immigrant sentiment, and promotes professional development of minorities in the legal profession.
Prior to NAPABA, Ms. Matsuoka served as Assistant Counsel in the Office of the Counsel to the Massachusetts Senate. As Assistant Counsel, Ms. Matsuoka conducted comprehensive review of legislation, assisted with drafting and revising bills and amendments, and advised Senators and staff on legal issues. She has also practiced law as an associate at Murtha Cullina LLP in Boston and has spent five years as an attorney in the Civil Rights Division of the Massachusetts Attorney General’s Office where she developed a strong background in civil rights while litigating civil cases to enforce anti-discrimination laws.
Ms. Matsuoka has a strong commitment to the Asian Pacific American community, having previously served as a Director of the Asian Pacific American Agenda Coalition and as Vice President of the Asian American Lawyers Association of Massachusetts, NAPABA’s Boston affiliate. She has also been appointed as a Commissioner to the Massachusetts Asian American Commission. In addition to her varied public service, Ms. Matsuoka has taught courses at the New England School of Law.
Ms. Matsuoka received her undergraduate degree from American University, and her law degree from the Fordham University School of Law where she was a Stein Scholar in Public Interest Law and Ethics and a senior articles editor for the Fordham Urban Law Journal.
NAPABA President Helen B. Kim stated, “We are excited to have Tina join us as our new Executive Director. She is a proven leader and has demonstrated her commitment to the issues important to NAPABA. We are delighted that she has brought her skills, dedication and energy to NAPABA. I am confident that Tina will be a strong voice and a steady hand as NAPABA continues to grow and face new challenges.”
